To urge Commission to give priority to establishment of office in Kong Hong.
POINTS TO MAKE
in the summer,

Earlier this year, we were pleased when, the Commission
C decided to establish an office in Hong Kong in 1991. Given your personal commitment to the plan made during your March visit to Hong Kong, we were confident that it would go through.
But now very concerned to hear that 1991 establishment of Hong Kong office in doubt because Prague, Sofia and Riyadh have been accorded higher priority in Commission's
disbursement of 1991 budget. Hardley seems right that Sofia should be considered more important than key trading centre like Hong Kong.
Hope provision for Hong Kong will be found in 1991 budget. Attach great importance to this recognition of Hong Kong's status. But not just UK's special pleading: continued prosperity and confidence in Hong Kong, to which a Commission office would contribute, is in EC's interest.
