As I am sure you know, the United States has been making considerable efforts to open a Defence Office in Hong Kong, and these efforts seem to have had some success.

The Republic of Korea now wishes to establish a similar Defence Office if at all possible. What, in your opinion, is the likelihood of the success of such a venture?

Do you consider that the Office, if successfully opened, should be in the form of, say, a Liaison Officer linked to London, or should it be run from here as a sort of "double-headed" administration by the Defence Attache resident in London?

I would be very glad to have your views and advice, particularly as British Sovereignty is due to end fairly soon, and that the situation thereafter is likely to be very different from that obtaining now.
