Dear Pam,
Ref: Diplomatic Note number P: 1097.
Richard L. Williams is currently Ambassador to Mongolia. He travels periodically to Ulaanbaatar but is normally resident in Washington. Ambassador Williams grew up in Indiana. He received a Bachelor of Arts degree from the University of Chicago in 1948, a Bachelor of Science (Mechanical Engineering) degree from Purdue University in 1951, and an MBA from the Harvard Business School in 1953. From 1953 to 1955 he served in the U.S. Army and from 1960 to 1965 was in private business in Chicago.
Ambassador Williams has been in the Foreign Service from 1956 to 1960 and again since 1965. His most recent overseas posting was to Hong Kong from 1981 to Mid-1985 as Deputy Principal Officer. From 1979 to 1981 in Guangzhou (Canton), he was the first U.S. Consul General in mainland China in 30 years. He has also served in Taiwan.
In earlier Washington assignments, Ambassador Williams was assigned to the White House and attended the National War College. He was awarded the Department's Meritorious Honor Award in 1975 and its Superior Honor award in 1979 and again in
1989.
Ambassador Williams and his wife, the former Jane Khuo, have grown children, Marc and Maria.
