I am sorry to have to inform you that on the morning of 27 February, the Hong Kong authorities arrested the Acting Consul General of Venezuela, Señor Gonzalo Ramirez Calles, under the Hong Kong Prevention of Bribery Ordinance.
Evidence available to the Hong Kong authorities suggests that Señor Ramirez has accepted corrupt payments for issuing visas to nationals of the People's Republic of China, though it is not yet possible to say at this stage when or if charges will be brought.
Notwithstanding the view of the British Government that Señor Ramirez enjoys no immunity in respect of any criminal charges brought in connection with these allegations, we have formally requested through Her Majesty's Ambassador in Caracas that any immunity from criminal jurisdiction to which Señor Ramirez might be entitled should be waived.
