of the Mercy Committee, it will soon become obvious that in the light of the firm views of the British Government, the Governor will commute each case that comes before him. I am not sure whether it is either necessary or desirable for the Governor to receive a formal instruction to commute all cases, but since the Governor will be seen to be acting in accordance with British policy any flak which would arise would be directed against HMG rather than the Governor. This should at least make the position of the Governor somewhat more comfortable than in the past.
