1. I refer to FCO tel no 1594 to Hong Kong. Paul Fifoot has expressed to me concern about point (iv) of the line to take in the above telegram. Although the language was cleared with me it was in the context of capital punishment and the particular situation of the Caribbean DTS. On reflection the statement in (iv) does perhaps go too far and may cause problems for Hong Kong. We certainly do not insist that DT Governors follow UK legislation and practice in all areas of government. The word "appropriate" in (iv) was intended to qualify the statement to those areas of government which raise issues of sensitivity, such as capital punishment, where HMG would be vulnerable to criticism before Parliament.
