I have the honour to refer to the model extradition agreement which has been the subject of consultations in the Sino-British Joint Liaison Group and on the basis of which the Government of Hong Kong wishes to begin negotiations with a number of states.

The United Kingdom Government hereby formally entrusts you with authority to conduct external relations on behalf of Hong Kong as follows, namely to negotiate, conclude and implement agreements, in the field of extradition and other fields of reciprocal juridical assistance in criminal matters, with any of the states and territories of the annexed list, being states and territories with which Hong Kong has a practical need to have such arrangements. This entrustment would also extend to such additional states and territories as I may from time to time specify.
