Following his visit to Düsseldorf, Mr Sainsbury enquired how we

are remunerated for visas and passports issued on behalf of

Dependent Territories, and whether our extra co sts are recovered

(Miss Hamer's minute of 23 January). NTD are replying separately on

passports.

2. Entry clearance operations on behalf of the Dependent

Territories are profitable. We charge and retain normal UK fees,

plus a handling charge of £5 when applications are referred. Annual

revenues are probably around the £3.5 million mark 12.5% of the

overall total (it is not possible to be more precise since Posts

have not been required in the past to record Dependent Territory revenue separately or to provide a breakdown of visas issued by type). Hong Kong accounts for around 95% of this. We also issue on

behalf of some Commonwealth countries in countries where they are

not represented, generating revenues approaching £1 million.

3. The top 20 Dependent Territory visa issuing posts have been

asked recently to estimate the staff savings likely to result when

we cease to issue for Hong Kong after 1997. Early replies indicate

that savings will be relatively few and confined mainly to locally

engaged staff.
