Please refer to your letter of 20 February to James Smith-Laittan about the rising number of PRC applicants for transit visas to Hong Kong and my interim reply of 20 March..

Hong Kong have now replied about the implications of the (easily obtained) Bolivian permanent resident permits and how they would affect their entry to Hong Kong. The Hong Kong Immigration Authorities feel that there is no need for La Paz to refer the transit visa applications to Hong Kong. Passengers of this type transitting are subject to close examination at Hong Kong control points. If it is suspected that their intention is
doubtful and that the passenger does not meet the landing requirements, they are refused leave to enter. So far very few have chosen to stay in Hong Kong, and as yet do not pose any problems to the Hong Kong Immigration Authorities. If you have any doubts about the applicants' bona fides you may refuse the application locally, without reference to Hong Kong.
