To introduce measures to strengthen the protection of basic human rights and fundamental freedoms in the run up to 1997.

(a)

The Executive Council approved on 26.9.89 the basic principles of a Bill of Rights for Hong Kong. A draft Bill for public consultation was considered by the

Executive Council on 9

January 1990.

Our plan

is to publish a draft
