The Executive Council approved on 26.9.89 the basic principles of a Bill of Rights for Hong Kong. A draft Bill for public consultation was considered by the
Executive Council on 9
January 1990.

Our plan
is to publish a draft
Bill for public consultation as soon
is practicable, and to introduce a Bill of
Rights during the current legislative session (i.e. before
July 1990).
