(c) The question of UK acceding to the Optional Protocol to the
International Covenant on Civil and Political Rights and applying it to Hong Kong is being considered by
HMG.
HKG announced its decision on the constitutional reforms for 1991 on 21 march 1990, Legislative drafting, including
amendments to the Letters Patent and Royal
Instructions, to provide for these reforms are in hand.
