Immigration from
China
Entry to Hong Kong from China for resettlement purposes subject to one-way permit scheme implemented by China. There has been criticism that the scheme fails to cater for family reunion cases. However, immigration statistics show that of the 27,000 arrivals in 1988, over 24,000 joined spouses and parents in Hong Kong. (1989 statistics not yet available).

A draft Bill of Rights was published for public consultation on 16 March 1990. Our plan is to introduce a Bill of Rights during the current legislation session (i.e. by July 1990).

international human rights covenants is to be considered in the
context of the JLG IRO
Sub-Group.
