To enter into time-limited agreements with foreign jurisdictions based on our draft model agreement as a basis for designation under section 28 of the Drug Trafficking (Recovery of Proceeds) Ordinance 1989. In the case of the UK, to conclude an exchange of letters to enable mutual designation under our respective legislation. These arrangements are intended to be subsumed under comprehensive mutual legal assistance
arrangements before 1997 and therefore the Chinese need only be informed and not consulted.
Initialled an agreement with Canada. Agreed on first drafts with the American authorities following talks held in Washington in early June. Awaiting Australian response to our proposal to hold talks in Hong Kong in end August. Consulting internally as regards FCO's proposal to exchange letters of intent for the purpose of designation prior to agreement on detailed guidelines.
Awaiting FCO's views on the terms of an entrustment for Hong Kong to enter into agreements in respect of drug trafficking
Co-operation. The designation order for submission to ExCo and Leg Co to be drafted.
