Secretary of State's article on Hong Kong for the Times
The Secretary of State was grateful to Mr Fraser for the draft article which he submitted yesterday.
The Secretary of State has worked on the draft and I attach the latest version. If you or others have any comments, these will need to reach me by noon today.
I should be grateful if News Department could let me know whether the revised draft is within the word limit laid down by the Times.
