1. MS is "tasked" through a 'Priorities Paper'. This was
originally drawn up in 1986/87 in consultation with FCO
Departments and other Whitehall users and is subject to annual review. I am therefore recirculating it to you with the request that you examine those aspects which relate to the work of your Department, and let me know of any deletions, additions, amplifications or changes of category you would like to see made (the definition of Category I and Category II priorities is explained in the
Introduction).
2. Individual priorities should be looked at carefully to ensure that MS remains as closely targetted to FCO's own priorities as possible. Eastern Europe is obviously an area to which we will need to pay particular attention this
year: on the one hand the information available has increased significantly but there have also been changes in the Government and posture of several East European countries. Similar comments apply to the Soviet Union.
3. If any subject is no longer as important in FCO terms as before, please aim to reduce its priority from Category I to Category II, or to eliminate it completely. Priorities should also be downgraded if the material
currently provided in SWB's can be obtained from other
sources. We remain keen to reduce the pressure on those
aspects of MS output relating to areas other than the
Soviet Union and Eastern Europe in order to help MS meet the challenge of the 'information explosion' in that part
