The "H sible Administrative Model" (para 9) seeks to restrict the
cheme to "established universities only". assume by this that you mean the restriction to rule out private colleges, but to include all sectors of public-funded higher education. To exclude polytechnics would deny Hong Kong students access to a
number of courses of direct prectical relevance to building the sorts of skills you have in mind.
In summary, I cannot see anything in your proposals on sponsorships which should cause a problem.
