The Board is asked to note and agree the Council's proposal to establish an Education Trust Fund (ETF) in Hong Kong by 31 March 1990.

Corporate Plan 3 includes proposals for higher education programmes to be established in Hong Kong in 1990/91. Principal amongst them is an Education Trust Fund to provide postgraduate and postdoctoral research and training funded from £250k revenue available in Financial Year 1989/90 and a non-recurrent contribution of £500k from 'new money' in Financial Year 1990/91. Initial funding from Council sources will facilitate the raising of further, substantial funds from the private sector.

At present, British funding for scholarships to Britain for students from Hong Kong is primarily for undergraduate study. The ETF will provide scholarships for the best young graduates for postgraduate studies and for young post-doctoral researchers and professionals for professional studies and experience in Britain. Awards will also be available to more senior academics and to experienced professionals for research cr professional updating. Sponsorship of research to be conducted in Hong Kong may also be included.

The object of the Trust will be the promotion of Education, Learning and Research in Hong Kong, and collaboration between Britain and Hong Kong in these matters, by such charitable actions as the Trustees may decide including the award of scholarships, fellowships, bursaries and prizes; the granting of research awards; and payments for academics, educationists and other specialists from Britain to visit Hong Kong.

It is proposed that there should be not fewer than four and not more than six Trustees. Trustees will be chaired by the Deputy Director-General of the British Council and include Representative Hong Kong, the Senior British Trade Commissioner in Hong Kong and representatives of the British and Chinese communities in Hong Kong. The Trustees will have the usual trustee powers and obligations, including powers to collect donations and to make payments within the policies prescribed. It is intended that the Trustees be able to appoint Patrons of the Trust in view of either large contributions to the Trust funds or personal knowledge and connections useful to the Trust. Such Patrons would have no legal liability for the operation of the Trust but would act as advisers and helpers from time to time.
