Many thanks for your recent minute attaching a draft submission. I suggest the following amendments:

amend para 2 to read:
"I recommend that, subject to securing in the 1990 PES the necessary additional funds for the British Council, approval should be given to establish an Educational Trust Fund, (£1 million pa), endow a Research Centre at the new Hong Kong University of Science and Technology (£5.25m in 1991/92 and £0.5m pa thereafter) and set an English Language Immersion Training scheme in the UK for Hong Kong teachers (£0.6m pa)."
amend the final section, beginning "options for funding" as follows:
"Funding

Education Trust Fund the British Council may be able to provide some funding for 1989/90 and 1990/91. We would, in any case need to bid in the 1990 PES for the proposed £1 million extra for British Council in 1991/92 and subsequent years.

English Language Training Funds would not be required on any significant scale until the Summer of 1991 when the first batch of trainee teachers would come to the UK for immersion language courses. We could therefore bid in the 1990 PES for £0.6m pa extra for the British Council to enable the project to proceed. The Council would not, however, be able to announce the scheme as they would prefer in June 1990. An announcement would have to be delayed until the outcome of the PES round was known, probably in October 1990.
