BACKGROUND
3. Following a meeting last September between the then Foreign Secretary, Mr Major, and the Chairman and Director-General of the
British Council, the British Council put forward a number of
proposals for strengthening educational links with Hong Kong as a
way of demonstrating Britain's commitment to the territory. Since
then, the Hong Kong Government have also made some additional suggestions.
