HONG KONG: EDUCATIONAL ASSISTANCE
PROBLEM
1.
The British Council and the Hong Kong Government have sought our approval and financial support for a number of educational
assistance projects in Hong Kong, including the endowment of a
Research Centre at the new Hong Kong University of Science and
Technology and English language training for Hong Kong teachers in the UK. How should we respond?
RECOMMENDATION
2. I recommend that, subject to securing in the 1990 PES the
necessary additional funds for the British Council, approval should be given
(a) to endow a Research Centre at the new Hong Kong University of Science and Technology (£3 m in 1991/92, and up to £3 m in
