BRITAIN - HONG KONG EDUCATIONAL TRUST
My letter to you of 26 February sought FCO approval to my
accepting an invitation from the British Council to be an ex-
officio trustee of this Trust. I imagine you will be aware
that the Treasury have now vetoed the whole proposal.
Therefore there will be no Trust. Needless to say the
Treasury decision caused some embarrassment here since the
Council, on the basis of suggestions from here, had already
approached local business dignatories asking them to become
trustees.
