BACKGROUND

This could contribute significantly to the creation of a body of well trained academics and professionals and generate new expertise

within Hong Kong.

PROPOSAL

2. It is proposed that an Education Trust Fund be established for the purpose of providing scholarships to the best young graduates for postgraduate studies and to young post doctoral researchers and professionals. Awards should provide for professional studies and experience in Britain and would also be available to more senior academics at post doctoral level and professionals for research or professional updating. They would be dependent upon an undertaking to return to work in Hong Kong. They could include the sponsorship of research conducted in Hong Kong. The Trust Fund will be established with the intention of raising capital funds from organisations in Hong Kong and Britain.

COST OF PROPOSAL

3.

£1m per year for five years to provide annually a mixture of

three year awards

one year academic awards and research grant

- one year young professional awards and

one year professional updating award

and thereafter from Trust fund income.
