1. The British Council have sought our approval for three new proposals for educational assistance to Hong Kong, including the endowment of a Research Centre at the new Hong Kong University of Science and Technology, the establishment of an Education Trust

The Fund and assistance with professional training in Hong Kong. Hong Kong Government have also put forward two additional proposals, including one involving English language training for Hong Kong

teachers in the UK. How should we respond?

RECOMMENDATION

2.

I recommend that approval should be given for:

a)

the immediate establishment of an Education Trust Fund (for

which funds are already available);

b) the endowment of a Research Centre at the new Hong Kong University of Science and Technology, for which £5.25 million should be earmarked in the British Council's 1990 PES bid; and c) the establishment of an immersion English language training
