Sir David Orr telephoned me yesterday to ask for
a meeting with the Secretary of State about Hong Kong and Eastern Euope.

Sir David did not know that the Secretary of State would be going to Hong Kong next week. There is no time for a meeting before that and we have therefore arranged for a telephone conversation between the Secretary of State and Sir David on Friday 5 January. This will be purely about Hong Kong. You are kindly providing briefing, in consultation with Mr Paul. As I mentioned to you, Mrs Hurd hopes to visit the British Council during the Secretary of State's visit to Hong Kong.
The Secretary of State has agreed to see
Sir David Orr and Sir Richard Francis at 5pm on 18 January to discuss Eastern Europe. I should be grateful if you could brief for this in due course.
