the Secretary of State after the meeting. This is almost certainly to discuss whatever plans he may have in mind for giving up the Chairmanship of the Council and for designating a successor. Under the terms of the Council's Charter, the Chairman and Deputy Chairman are elected by the Board but must be previously approved by the Secretary of State. Sir David's three year term of office ends later this year. He treats the succession in a private way and has not revealed who, if anyone, he has in mind to follow him.
