1. I think that there has been more than enough minuting about Sir S K Tang's intentions and their effect and it is time to take a decision on action. Sir S K Tang made a donation for purposes which are on any definition charitable. Mrs Lee agrees (see paragraph 12 of the memo attached to Mr Li's letter of 28 February); so does Mr Venables (folios 48 and 49). HMG certainly did not take, and has no intention of taking, the money beneficially. Their purpose is to give effect to Sir S K Tang's wishes.
2.
We should therefore take advantage of Mr Venables' offer to assist us in establishing a scheme. Again, Mrs Lee would appear to be content with this course.
3. If you are agreeable that the money should be transferred from Hong Kong here and that we should enlist Mr Venables' assistance, I will try to make the appropriate arrangements with one of the Legal Advisers.
