1. On the float copy of my letter to Mr Briegel of the

Royal Cancer Hospital, you asked what the reason was for the

delay in dealing with the above subject (apart from the inexplicable action described in my minute to Mr Fifoot.)

2. As regards the reason for the delay, this primarily is a

result of inaction on Hong Kong's behalf. As you will see from enclosure 5 in the file, I wrote to Hong Kong about this question in November of 1989 and we did not receive a

definitive reply until after 28 February 1990 enclosure 8

refers. It seems clear to me when that letter was received

I must have minuted to Mr Fifoot because of the several

bring ups on the enclosure and the fact that Mr Fifoot minuted (enclosure 12), which must have been in response to something. My follow up minute to Mr Fifoot of 1 May 1990

is at enclosure 4 (ie. it has been found) ! The reason

for the very odd date sequences is that Miss Marsden had the

file and unentered papers until 3 October. I have asked Mr Fisher to put them in logical sequence.

In any event the file has very recently come back from Miss Foakes who has thrown the whole thing back in our

court - not very helpful. I shall pursue with Miss Coglin.
