1. These papers have been passed to me by Mr Fifoot. I think the next step is to arrange for the establishment of a charitable trust. The Charity Commissioners will be able to draw up a suitable Trust Deed and advise us of the necessary procedures.

It is not quite clear to me from the papers whether we have already approached the Commissioners or not. There was a reference in Mr Fifoot's minute of 26 April to a Mr Venables but I have not been able to trace the folios referred to nor establish whether or not Mr Venables is connected with the Charity Commissioners. Be that as it may, we now need to prepare a letter for the Commissioners setting out the details of the Sir S K Tang's gift to HMG. Enclosing relevant papers ie background note and the letter dated 9 January 1990 from Mr Lai and the legal advice from Hong Kong. I would be inclined to omit any reference at this stage to the various British Council proposals as they seem to me to complicate the matter unnecessarily. You should indicate to the Commissioners that once they have had an opportunity to study the relevant papers we will be quite happy if they wish to attend a meeting in order to discuss further any points they might consider needed clarification.
