UK/HONG KONG JOINT FUNDING SCHEME
1.
I submit a Paper, prepared jointly by HKD and CRD about the UK contribution to the Joint Funding Scheme
2.
The Paper suggests a way in which it would be possible to respond to a request by the Hong Kong Government for an increase in our contribution to the Joint Funding Scheme, in line with inflation. The sum involved would be up to £200,000 per annum from 1991/92. (Our current annual contribution to this Scheme is £2 million.)
3. As the Paper points out, there would be significant presentational and political benefits if we could respond to this request. It would be particularly helpful if Mr Maude could do so during his forthcoming visit to Hong Kong next week.
4. I understand, however, that Mr Sainsbury has expressed reservations about the idea and would like to discuss it further with Mr Maude in the course of this week.
5. The attached Paper contains all the relevant background. I would be happy to elaborate further if necessary.
