HONG KONG FEE SUPPORT SCHEME

Hong Kong Department have recommended that the Hong Kong Fee Support Scheme be increased by 10 per cent (£200,000) in 1991/92 and that Mr Maude should announce the increase during his visit to Hong Kong from 7 to 10 April. Mr Sainsbury has said that he does not believe it would be right for such an increase to be funded from the FCOSAS budget. Mr Maude and Mr Sainsbury plan to discuss the issue next week. The following background may be useful.
2. The Hong Kong fee support has been frozen at £ 2M since 1987/88 following Ministers' decision that the fee support schemes be progressively phased out and replaced by the selective, targetted FCOSAS. For political reasons it was decided that this decision could not be implemented in Hong Kong. The Governor has pressed for the scheme now to be increased in line with risen costs (the rest of our student support programmes have increased meantime by the Treasury uplift figure of c. 21 per cent per annum).
3. To fund an increase of 10 per cent in the fee support for Hong Kong in 1991/92 we should have to use the £120,000 savings that year from reductions in the fee support schemes for Malaysia and Cyprus,
