Implementation of the Government's Decisions (January 1989)

on the Revised Structure of Tertiary Education

At all tertiary institutions funded by the UPGC, the objective should be for all students to be accepted for first degree programmes after Secondary 7, following a two year sixth form course leading to the Advanced (A) Level Examination or to a combination of A and Inter- mediate levels

for existing courses, the transi- tion to the proposed structure should be achieved by the end of the 1994-97 triennium. This will allow time for the necessary adjustments by all tertiary institutions, in particular CUHK, and for extending the two-year sixth form to all types of secondary school

in considering any new courses in the 1991-94 triennium, the UPGC should take full account of the objective of having a common entry point after Secondary 7. In any event, as from the academic year 1994-95, all new courses should conform with the new structure

Implementation Proposals

The institutions will admit, or continue to admit, students to first-degree programmes after Secondary 7, with the exception of CUHK which is currently operating a four-year curriculum based on Secondary 6 entry. CUHK has agreed to :

(a) introduce a flexible credit unit system in 1991-92 which will enable Secondary 7 entrants, as a norm, to graduate in three years;

(b) amend the relevant Statute which at present requires a minimum of four years' study for graduation; and

(c) admit only Secondary 7 entrants

to additional places which may be provided to the University as a result of the further expansion plan

UPGC's Comments

It will be acceptable from the point of view of the school sector if entry to all first degree courses is post- Secondary 7 wef 1993. [The last session of 'H' Level examinations will be held in May 1992, by which time all one-year sixth form courses will be upgraded to two-year courses]. On the implementation strategy, the UPGC has advised that CUHK will only be allowed to increase beyond 8,700 fte if it complies fully with the following requirements:

(a) by April 1990, the University to

amend its Statute to enable students to graduate in less than four years and commit itself to a credit unit system which, subject to UPGC scrutiny, will permit the vast majority of 'A' level entrants to graduate in three years; and

(b) by April 1992, or possibly

June 1992, the University to provide to the UPGC in writing a firm commitment to a definite timetable, satisfactory to the UPGC, for achieving the revised structure in toto by the end of the 1994-97 triennium.

As regards (a), CUHK's proposed credit unit system and amended Statute were considered and agreed by the UPGC in
