Shortage of physical plant presents another major limiting factor. Current indications are that :-

HKU will be able to secure part of the Elliot Filter Beds site, which is currently designated for use by the Water Supplies Department;
it will be possible for CUHK to accommodate further expansion on its present campus;
HKUST is not proposing to provide any additional student numbers and therefore will not require any additional land;
without an increase in total student population at HKP and CPHK, the proposal to increase the limit on degree level places from 40% to 65% does not in itself justify further space requirements and hence additional sites will not be required for those institutions;
a site at Renfrew Road has been obtained for HKBC;
and
(f) the upgrading of LC would justify an
an enlarged
campus. The UPGC's view is that this would best
be provided by relocating the College to another area. Redevelopment of the existing campus would be possible but this is considered to be far less attractive. In this connection, the Committee notes that the College is exploring the possibility of acquiring an alternative site at
Tuen Mun.
