Supply of Matriculants

22.

The

UPGC has noted the Government's

Government's advice that

there will be an adequate supply of good quality

matriculants to fill the additional FYFD places to be

provided during the expansion period. The situation will be monitored by EMB. The UPGC will be kept informed of the

position, to facilitate on-going monitoring and future review [paragraph 39].

Retention and Recruitment of Staff

23.

While recognising that Hong Kong should train its

own academic staff to meet the longer-term requirements of the tertiary sector, it is accepted that most academic

staff will have to come from overseas to meet the

shorter-term needs over the period 1991-95. Assuming increasing emigration, but discounting inter-institutional

movement, the institutions forecast an annual staff

attrition rate of 9% over this
