Alternative Growth Scenarios

In formulating its recommendations, the UPGC has
taken note of the scenario indicated to ExCo [paragraph 7
above]. A comparison of the recommended plan and the ExCo scenario is at Annex L. This shows similarities in respect
of HKUST, HKBC and LC, and the following differences for
HKU, CUHK and the two Polytechnics :-

(a) HKU the ExCo
ExCo scenario assumed that, in the
absence of the availability of an additional site for expansion, the University's capacity would be limited to 10,000 fte (the planned capacity for its existing campus). It has subsequently been
confirmed that
that additional land can be made
available for HKU, hence the recommendation that the University should grow to 11,500 fte;

The
CUHK the ExCo scenario envisaged growth at CUHK
to 12,000 fte, with a continuation of the present four-year curriculum. CUHK has subsequently
decided to introduce a credit unit system, with
effect from 1991, which will permit A-level
holders admitted
admitted to first degree
to first degree programmes
graduate, as a norm, in three years.
Committee considers that it is desirable for both
Universities to expand at a similar rate, hence
the recommendation that CUHK should grow to
11,500 fte. The introduction of three-year
courses will mean an increased throughput at the
University; and

HKP and CPHK the ExCo scenario assumed that the
percentage of degree level places offered at HKP
and CPHK would be increased to 75%. A level of 65% is now proposed for each institution.
