The UPGC's recommendations are detailed below,
under the headings of distribution of student numbers and
academic content, followed by a comparison of the recommended plan and other possible scenarios.
Distribution of Student Numbers

In summary, the Committee's recommendations on the
distribution of the additional student numbers are
(a) to expand further HKU and CUHK to 11,500 fte
students each, resulting in a total provision of 6,240 FYFD places;
(b) to reaffirm the previously-approved target of 5,070 fte for HKUST, leading to the provision of
1,990 FYFD places;

to increase the percentage of degree level places
offered at HKP and CPHK to 65% each, so that the
two Polytechnics will provide, together, 4,970 FYFD places within a total population
(degree and sub-degree) of 25,200 fte students
(13,500 fte at HKP and 11,700 at CPHK);
to bring forward plans for expanding HKBC to achieve a student population of 4,000 fte, providing 1,110 FYFD places; and
to upgrade LC to a degree-awarding institution with a total population of 2,000 fte students, offering 690 FYFD places.
