exception of the tertiary sector. There, even after the achievement of the planned expansion of places up to the year 2000, the total numbers would compare unfavourably with those in some other developed countries.
There was, therefore, a case for accelerating the production of graduates and this was made more urgent by :-
(a) the fact that emigration was expected to continue to take a serious toll of the number of graduates available locally; and
to
(b) the continuing shift from manufacturing
knowledge-intensive service industries and, within manufacturing, the shift from manual assembly to higher value-added production, which would result
in a demand for more skilled managers and technologists.

Accepting that there was a need to accelerate and
expand the planned provision of tertiary education, the
Council accordingly advised that the
the following policy proposals should be implemented :-
" (a)
(b)
the number of first year, first degree places planned for the year 1994-95 should be increased
from 12.9% to no less than 18% of the relevant age
group, that is from 10,510 to approximately 15,000
places;
to the extent that this increase is achieved by
increasing the percentage of degree places offered
at the two polytechnics, studies at sub-degree
level should be provided at technical institutes
operated by the Vocational Training Council (VTC) ;
and
