Recommendations on the Further Expansion of Tertiary Education
INTRODUCTION
This submission contains the recommendations of the University and Polytechnic Grants Committee
Committee (UPGC) on the implementation of the Government's decision to expand the provision of tertiary education by upgrading substantially the targets set in 1988, with the aim of providing 15,000 first year, first degree (FYFD) places in 1994-95.
BACKGROUND
Original Student Targets

On 27
September 1988, the Executive Council (ExCo) considered XCC (88) 123 and approved student number targets for the six tertiary institutions [namely, the University of Hong Kong (HKU); The Chinese University of Hong Kong (CUHK); the Hong Kong University of Science and Technology (HKUST); the Hong Kong Polytechnic (HKP); the City Polytechnic of Hong Kong (СРНК) and the Hong Kong Baptist College (HKBC)] for the 1991-94 triennium and planning projections for the period
1994-2000. These targets and projections are set out in
tabular form in Annex A and presented graphically in Annex B. On this basis, the total provision of tertiary places was
expected to increase from 40,675 full-time equivalent (fte) in
1990-91 to 52,300 fte in 1994-95, with a resultant expansion
in FYFD places from 7,250 (8.6% of the relevant age group) to
10,510 (12.9% of the relevant age group).

In approving these targets and projections, ExCo endorsed the following underlying principles :-
