to increase the percentage of
the percentage of degree level places offered at
offered at the Hong Kong Polytechnic and the City Polytechnic of Hong Kong to 65% each, so that the two Polytechnics will provide, together, 4,970 FYFD places within a total population of 25,200 fte students;
to bring forward plans for expanding the Hong Kong Baptist College so as to achieve a student population of 4,000

to upgrade Lingnan College to a a degree-awarding institution with a total population of 2,000 fte students, offering 690 FYFD places.
On this basis, a detailed implementation plan has been drawn up, having regard to a number of guiding principles and, in particular, the need to maintain academic standards and achieve the maximum possible cost-effectiveness. To facilitate the implementation of the plan, the UPGC considers it necessary to adopt a number of parallel measures to eliminate, or reduce, the limitations posed by staffing and physical plant. These are set out in the paper.
It is the Committee's intention to monitor closely the implementation of
implementation of the expansion plan and to conduct a review in 1993-94, to determine whether further expansion is desirable or practicable beyond 1994-95. The review will also take into account progress in implementing the Government's decisions on the revised structure of tertiary education arising from consideration of Education Commission Report No 3.
