Further Expansion of Tertiary Education 1991-95

In your Address at the Opening of the 1989-90 Session of the Legislative Council on 11 October 1989, you announced that the Government proposed to expand further the provision of tertiary education by upgrading substantially the student targets set in 1988. You also announced that, in this connection, the

Committee (UPGC) had been asked to increase the planned provision of first-year, first-degree places (FYFD) to 15,000 in 1994-95, thereby providing places for over 18% of the relevant age group. I now attach paper setting out the Committee's recommendations on the achievement of this objective.

In summary, members recommend a phased build-up of the additional student numbers, starting in 1991-92, with a view to achieving the targets set for 1994-95 by pursuing the following courses of action :

to expand further the University of Hong Kong and The Chinese University of Hong Kong to 11,500 full-time equivalent (fte) students each, resulting in a total provision of 6,240 FYFD places;

to reaffirm the previously-approved target of 5,070 fte for the newly-established Hong Kong University of Science and Technology, leading to the provision of 1,990 FYFD places;
