Given the over-riding need to ensure that we do not achieve increased provision of places at the expense of quality, and given also the need for balanced growth between the university and non-university sectors, we recommend that the UPGC recommendation on the distribution of FYFD places be accepted.

The UPGC has accepted that if LC is to feature in the expansion plan (paragraph 5(e)), it will be necessary for it to develop beyond its present size, either on the existing campus or on a separate site. The Committee considers that the latter alternative would be preferable and that the College should approach the Administration to explore these options on a non-commital basis. The latest cost benefit analysis undertaken by the Administration shows that in situ redevelopment, involving the upgrading of the College's campus and reprovisioning of one of the two schools which are presently situated on the site, would cost $267 million. The second option involves the College's relocation and the reprovisioning of both schools at a cost of nearly $510 million, which might be partly offset by about $125 million, representing 50% of the proceeds from the surrender and sale of the College's existing site by Stubbs Road. The net cost of this option, therefore, would be of the order of $385 million. The second option would result in a better, purpose-built institution and would go far towards satisfying the demands of the Heung Yee Kuk and the district boards on the western side of the New Territories. decision has yet been taken, as these options are still being examined by the Steering Group on the Further Expansion of Tertiary Education led by the Secretary for Education and Manpower.

The UPGC considers that there should be a spread of opportunities in higher education reflecting the distinctive and complementary roles of our tertiary institutions. Accordingly -
