Secondly, Clause 4 allows the
Board to
delegate some of its duties to committees
appointed by the Governor, or to public
officers;
Thirdly, Clause 6(a) expands the types of
zoning which the Town Planning Board may
include in a draft plan; and
Fourthly, Clause 8 creates
creates provision for
preparing draft plans designating areas
within which a permissive system of
development control would then apply, and
powers to enforce compliance with this
system.

The Bill also proposes a number of amendments to
improve the operation of the Ordinance. Clause 3 introduces a series of definitions needed for the efficient implementation of the Ordinance. Clause 7 prescribes the period within which a person may appeal to the Governor in Council when he is aggrieved by the, decision of the Board on a review. Taking into account the comments received during the consultation period, the Administration would consider extending this period to 60 days.
