Nevertheless, a consultative document has now been issued. Comments of all those with views are welcome and are being passed to the LegCo Ad Hoc Group set up to study the Bill. I am sure the Group will give careful consideration to all the points made by interested members of the public on the details of the Amendment Bill.

As I said at our meeting, the Government attaches great importance to the role played by the Heung Yee Kuk in representing the interests of the indigenous population of the New Territories. I am sure that all of you would agree that this role carries with it a responsibility to recognise that the interests of the community as a whole need to be considered in the planning of development in the New Territories. I am confident that I can count on your cooperation and constructive leadership on this issue.
