Sir, let me stress again that the main intention of
this Amendment Bill is to ensure that development in the rural
areas will proceed under the right conditions in the right place.
The Bill is a positive measure whereby developments beneficial
to the New Territories will be able to take place, both in the
short term and in the years to come.
