Town Planning (Amendment) Bill 1990
I am pleased that we had the opportunity at our meeting on 22 October to discuss the proposed Town Planning (Amendment) Bill 1990. It was useful for me to hear your views. I hope that I was able to explain to you why the Administration believes there is a need to introduce such a
Bill.
In brief, there is at present no statutory planning
As a result, machinery in the rural and village areas. landowners can, without seeking anyone else's agreement, change the use of their land to any purpose that does not involve building and is not offensive, noxious or otherwise illegal. The effect of this, as a recent survey showed, is that some 380 hectares of land in the New Territories have been converted to open storage uses, some 82 hectares in 1988-90 alone. There is clearly a need to ensure that changes of Land use are controlled in the interests of the community as a whole. The Government would be failing in its duty is it did not take account of these problems.
