Article 4 of the Joint Declaration makes clear that between the date of its entry into force and 30 June 1997, the Government of the United Kingdom will be responsible for the administration of Hong Kong.
Accicle o of the Joint Declaration states that land leases in Hong Kong and other related matters will be dealt with in accordance with "the provisions of Annex
LU Lue Joint veclaration". Nothing in the Town
rianning (Amendment) Bill 1990 conflicts with the obligations in Annex 3. References to the Basic Law in
NCNA's statement have no bearing on the present case. The Basic Law does not come into effect, until 1997. Moreover the SAR legislature can, if it so decides, amenu Che Town Planning (Amendment) Bill after July LY/ Like any other law.
د
This attempt by the New China News Agency, through the issue wi ius statement on ɔ vecember, to intefere
publicly in the administration of Hong Kong is most
regrettable.
