Town Planning (Amendment) Bill 1990
On 5 December the Hong Kong Branch of the New China News agency issued a statement on the Town Planning (Amendment) Bill 1990. The British Government is very surprised by this statement, particularly since it was issued without the New China News Agency having first mave any attempt to convey the views expressed in it

Planning (Amendment) Bill was published on 27 July 1990, the date that the Bill was gazetted. This document explained in detail the reasons for the
proposed legislative amenaments and invited comments
from the public by 30 September. Briefings for the
Heung Yee Kuk, New Territory District Boards and various professional institutes and public bodies were nela. 203 submissions, including 145 standard letters
signea by 230 villagers in the New Territories, were
receiveq. Submissions included comments both in
support and against the Bill. The Hong Kong Government
mas explained publicly that the Bill does not seek to
freeze development, but to promote orderly development
through a planning permission system, in order to
prevent further deterioration of the environment in the
New Territories in the interest of the community as a whole. All submissions on the Bill have been passed to the ad hoc group of the Legislative Council which is
studying the Bill. There is no question of the Bill being rushed through without taking into account public
