In your minute of 20 March you asked for details of push-offs from Macau, and suggested we should try to make common cause with
the Portugese.
2. We have consulted Hong Kong about this. Copies of the
exchange of telegrams are attached. of the total of this years' arrivals of 598, 311 (52%) have come via Macau. By coincidence, the Political Adviser wrote to the diplomatic adviser to the Governor of Macau on 20 March seeking the cooperation of the Macau authorities and proposing discussions on this subject.
3. It would be worth following this up with the Portuguese. There is no obvious occasion on which we might do so in the near
future; we would need to provide HMA Lisbon with instructions to
take action there. We should consider whether there is any forthcoming European event for which we might prepare a joint UK/Portuguese position; and it is also for consideration whether we
should suggest to UNHCR the inclusion of a joint Macau/Portugal
delegation for the proposed regional meeting on boat people in
April/May.
