VIETNAMESE BOAT PEOPLE: THE NEXT STEPS

As you know, I drew a blank with Secretary of State

Baker and President Bush in Washington earlier this week.

Although we have won the argument with the rest of the

international community, positive approval of mandatory

repatriation is politically impossible for the Bush

Administration. The best that we can hope for is to

persuade them to step aside, gracefully or otherwise, and

stop blocking action by the rest of us. To achieve that,

it may be necessary to ask you to intervene again with.

President Bush personally when we have prepared the

ground further, possibly with parallel action by friends

like Brian Mulroney.
