The main action points arising from the Secretary of State's office meeting this morning are:
(a) the Secretary of State will send a message to Stoltenberg which should include an invitation to come to London;
(b) the Secretary of State would like a letter to Number 10 to brief the Prime Minister on what we are doing, in particular the various forms of assistance that we are prepared to offer Vietnam; (c) the Secretary of State said that someone should reply to Sarah Helm's article in the Independent today.
