Mr Maude agreed that we would need to work on the ASEANS at the EC/ASEAN meeting next week to take forward the "consensus minus one" approach. You might wish to consider pursuing the idea of an informal meeting in Sarawak with leading ASEANS, particularly the Malaysians and Thais.
